Introduced by John Diefenbaker in 1960, the Canadian Bill of Rights was a charter that recognized the rights of individuals to life, liberty, personal security, and the enjoyment of property. Since it applied only to federal laws and not to rights under the jurisdiction of the provinces, the Bill of Rights had little bearing on the civil rights of Canadians.
